### Summary
The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Sheridan VA Health Care System (SVAHCS) in the Fiscal Service. The incumbent serves as a full assistant to the Financial Manager and shares responsibility for the total Medical Center financial management program. The financial management program includes accounting, budgeting, payroll, cash management, audit and payment functions as well as resource management issues throughout the facility. As a financial expert, the Assistant Financial Manager is responsible for establishing and maintaining an integrated system of financial staff services, analyzing financial and resource data and providing sound advice and reports that contribute to effective management control over facility/program operations.

### Responsibilities
**Supervision/Control of Financial Resources: 50%**
* Evaluates the effectiveness of financial Management efforts within the network of financial organizations
* Interpreting guidelines such as financial management policies concerning the assignment are consistent with past practices
* Develops new methods or criteria for acquiring information, analyzing data, developing solutions, and presenting findings
* Prepares financial statements and analyzes a wide variety of financial reports within a medical setting to make recommendations of potential policy revisions & improvements within the facility
* Incorporates non-fiscal data with fiscal data to show cause and effect relationships and to provide comprehensive analysis
* Create briefing reports in a timely manner according to an established schedule
* Developed or amended policies reflect adherence to central policies and other governing regulation
* Conducts training and reviews or initiates local policy for the facility operating plan
* Assists in guiding the overall financial operation to budgeting, accounting, payroll, employee travel; voucher audit, and cash management functions
**Forecasts Funds Usage: 50%**
* Computes and predicts effects of changes in administered programs and provides advice and assistance on financial matters
* Provide management and operating officials the necessary analysis, projections, income statements, balance sheets and interpretations to maintain maximum efficiency, effectiveness, and economy projections
* Serves on local committees and performs other related financial management duties as assigned
* Develops funding and cost data for a complete program utilizing a variety of sources
* Analyzes financial status reports for overall program status
* Serves as local authority, analyzing and resolving complex issues related to the financial aspects of center or station programs
* Prepares recommendations for program managers
* Projects complex program data to provide program managers with an overall financial status of the program
* Provides timely financial advice required to make effective decisions and provide for proper program planning
* knowledge of the theory, principles, concepts, and practices of accounting to apply this knowledge to broad and difficult assignments
* Ability to write in order to develop performance specifications and standards for financial programs and activities

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

**Degree:** accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
