### Summary
The mission of the VA Lead Police Officer (Trainer) is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, equipment and systems utilization, and Veteran Centered Policing. This model of policing goes beyond law enforcement and focuses on ensuring that VA police demonstrates the ideals of the Department's core values reflected in the acronym I CARE (integrity, commitment, advocacy, respect, and excellence) when interacting with Veterans and those that also serve Veterans.
Must possess knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes. Must use knowledge and provide training to new and incumbent personnel to ensure they are ready to assume their requirements. Provide training or supervision to personnel and evaluate their performance to identify areas they need to improve on. Maintain and accounted for equipment assigned to them and others and determined needs for new or additional resources. Provide training on effective use of investigative devices such as finger print kits, cameras, video cameras, and accessories. Must exercise skill in handling public relations and communication aspect of meeting and dealing with a wide variety of people. Must possess knowledge of criminal or civil laws that result in the arrest and prosecution and be able to train other officers in performing law enforcement and security functions. Must possess training knowledge and the ability to show new officers in performing traffic stops and how to exercise judgment in pursuing evaders in vehicles and on foot. As the Lead Training Officer, you will be expected to train other officers in investigating techniques with all incidents, apprehending offenders and informing individuals of their rights when necessary, interviewing, collecting evidence, and preparing all law enforcement actions in a report on required forms. Assist prosecutors with complete trail preparation and be able to provide testimony regarding crime, traffic stop, or incident in a court of law.

### Responsibilities
The Lead Police Officer position (Training Officer), armed Police Officer, appointed as a bargaining unit, law enforcement official authorized to carry firearms and make arrests.
The Lead Police Officer will perform law enforcement and security functions, to promote the protection of property and civil rights of individuals by maintaining law and order, through investigating, apprehending, and/or detecting individuals who are suspected of criminal acts. Preliminary investigations may be conducted by any officer assigned to the Division. The Lead Training Officer must be able to develop leads, conduct interviews/interrogations, collect evidence, secure and process crime scenes, and be proficient in writing affidavits and in requesting search warrants when necessary.
**ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITIONS:**
* Incumbent will be required to operate a police vehicle and must retain a valid, state issued driver's license.
* Incumbent will be required to carry a firearm while performing duties and must maintain firearm proficiency.
* New VA Police Officers are required to undergo and successfully complete eight (8) weeks of police academy training at the VA law Enforcement Training Center in Little Rock, AK.
* The incumbent will undergo a character investigation for review of their employment and criminal history, if any, and may be disqualified for employment based on the information received. The character investigation is conducted during the pre-employment process. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
* A medical examination is required by all selected candidates. The duties of these positions require moderate to arduous physical exertion and/ or of a hazardous nature.

### Conditions of Employment
**Physical Requirements**: The work requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. The incumbent must respond to alarms, pursue suspects, participate in training activities, climb stairs and walk during assigned foot patrols in and around large building, campus, and other physical settings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. On a regular and recurring basis, the work requires strenuous exertion physically restraining disorderly individuals to prevent harm to others or the individual.
Incumbents must be physically able to lift or carry injured or hurt persons, evacuate persons to safety during storms, disasters, fires or other emergencies.
**Participation in seasonal influenza program may be required.**
### Qualifications
*To qualify for this position, applicants must meet all requirements by the closing date of this announcement.*
**Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.**
**You may qualify based on your specialized experience as described below:**
**Specialized Experience**: You must have one year of specialized experience equivalent to at least the next lower grade GS-06in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gainedin work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
You will be rated on the following Competencies for this position:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
